Pretty sure Tilman doesn't want Texans to be able to play at home when he has built this fabulous resort a short drive from Houston. No one from the racing industry will have the same opportunity for direct conversation with the leader of the Texas Senate. Not realistic to expect Texans to have a say in a government owned by others.
